I find this to be a very good parent or business rooftop. Older, well established crowd and the kind of prices you can expect from a rooftop. Don't go on a Sunday afternoon, it's dead but a Sat/Sun brunch could work. Still, I would keep this for a weekday happy hour.
As the title clearly states, it's boring! Not a lot of energy going on here, but for a classically good rooftop, a place you can hear everyone very clearly, it's perfect.
Never had the food but I'm very interested in the cacio e pepe tater tots. We walked right in at a dead time but make sure you make a res anyway. If you're in the area you can stop in, but don't go out of your way.
